In story, the hotel hosts a tournament, all guests are trainers.
100 rooms like starcruiser, split it into 4 groups that are teamed together (on a color themed hallway or wing).
Each team has 2 characters assigned as their champion/team lead. Write84 distinct team leaders with a bit of backstory, they are the entertainment core and interact with all their guests. 2 cast members should easily be able to deal with less than 100 guests and give enough attention to the younger ones for immersion and entertainment.
You have some inside and outside areas and the team leaders rotate the teams through the areas for activity blocks. In the evening and between blocks you roam around the common areas where you can talk to people from other teams and each evening you have a big common story block in the main central area.
You can have the characters from the cartoon and team rocket running around and of course the hotel is sprawling with little puppets and animatronics (or people in costumes) in Pokemon form, but these all belong to the Guild who runs the tournament, so they cannot be caught or battled. Maybe there are sound effects and big pokemon are visible on "windows" to the outside.
The app on your phone or mobile device they hand you has a pokedex function that encourages you to scan the pokemon you find to unlock their entries. Maybe it shows you some guests or team colors that have entries you don't have so you can ask them where they found it, to encourage some interaction. It's a big easter egg hunt for the children, maybe you can trade entries within your team or at least room.
I don't want to overengineer the battle mechanic, but each guest somehow gets their pokemon and you collect points for your team during the activities. There are tournament battles where people play on big monitors with their teams cheering them on for extra points and free battles where you can challenge other guests 1on1 for no points on smaller game units around the hotel. In story, you drop your pokeball into a tube and the actual battle happens in separated arenas under the building and you get the live feed. You can bring your pokeballs to hospital after a lost battle, etc.
On the evenings, you have the main story events between guest tournament battles and your team points influence the power of your champions, but somehow after day 1, each team sends one team lead to the final (and maybe team rocket cheats their way there too). So day 2 the guests can talk about the battles on day 1 and the stakes are raised for the kids to boost their champion for the big finale. Evening of day two is the final rounds of the tournament, plenty of room for dramatic story beats around that one. In the end one team wins, but it was a good battle, bit of a victory ceremony to underline that all the champions even from different teams are fair to each other and good sports, so that no team feels too bad for not winning. Or worst case have the final battles interrupted by story and the Guild calls a draw because the champions all came together to fight [outside threat].
For the main battle events in the main area you can splurge on special effects, make it look really fancy and 3d, holographic effects, whatever your engineers manage to cook up.
